SummaryApply for this exciting position to support the Coast Guard missions of safeguarding our Nation's maritime interests in the heartland, in the ports, at sea, and around the globe. This position is located in the Department of Homeland Security, U.S. Coast Guard, Pay and Personnel Center, Accounting Operations Division, Internal Review Branch, in Topeka, KS.ResponsibilitiesIn this position, you will become a key member of a team of Accountant professionals in a pivotal role. You will be responsible for reviewing, analyzing, reconciling and performing quality checks ofaccounting documents, military personnel and payroll records, accounts, processes and functions.Typical work assignments include: Preparing complex financial information and reports to U.S. Coast Guard and other federal entities within and outside the Department of Homeland Security, as well as private entities hired to perform audit, actuarial and other financial activities. Developing procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems. Performing quality assurance through detailed and complex research, analysis, reconciliation, examination and interpretation of complex payroll transactions and associated accounting entries. Designing and/or refining a significant component of a complex accounting system to fill local or changed needs or conditions. Preparing correspondence in the form of official letters, memorandums or messages for notification of review findings and recommendations, information passing and/or for an informative request.RequirementsConditions of EmploymentU.S. Citizenship is required.This position requires a National Agency Check with Inquiries (NACI).Males born after 12/31/1959 must be registered for Selective Service.All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.QualificationsYou qualify for the GS-12 grade levelif you possessthe following:Basic RequirementsDegree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law: ORC. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.AT THE GS-12 LEVEL: In addition to meeting the basic requirements above, applicants must possess one year of specialized experience equivalent to at least the GS-11 grade level (in the federal sector). Examples of specialized experience include:Researching and applying federal accounting and auditing standards to the preparation of special analyses for solving complex management or reporting problems; Preventing erroneous or duplicate entries; Providing reasonable assurance that system processes, software applications, and manual procedures are compliant with law, regulation and policy.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The qualification requirements listed above must be met within 30 days of the closing date of this announcement.Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. Time-in-Grade requirements must be met within 30 days of the closing date of this announcement.The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
