The City of Topeka is seeking qualified candidates for a
professional, technical and consultative System Developer - Project
Manager/System Analyst position in the Utility Department
(Water/Wastewater/Stormwater).The position is responsible for
conducting business process analysis and improvement and providing
direct end user support for information systems and applications.
Additionally, the position develops, manages and implements
multiple projects, defining and documenting business requirements
and functional specifications and prioritizes tasks and effectively
manages day-to-day issues. Mitigates risks to timelines, escalates
issues, and proposes solutions. Facilitates communication across
the different functional teams.This position has no direct reports,
but is responsible for the actions and progress of the development
team.Primary duties include:
- Manage technology projects and or process improvement projects,
responsible for planning, executing, and completing projects.
- Develop project plans applying estimating models, identify
resources and skills required, document estimating assumptions,
refine plans and manage performance against them. Recommend best
solutions based on understanding of business issues.
- Manage project scope by assessing requirements changes,
determining and conveying impact on budget, time and risk.
- Harvests and analyzes data from various sources to evaluate
content, consistency, usability, and reliability and collects data
for research and analysis.
- Work with end users to define application system scope and
objectives through research and fact finding, works with end users
to gather requirements and to develop detailed specifications,
develops project plans for application software implementation
activities, and coordinates project deliverables and performance
with the regular maintenance and support of existing systems.
- Provides support and assistance to resolve end-user functional
and application issues. Tracks and resolves functional and
application incidents and performs change management.
- Assists in regression testing of all environment, application,
database and operating system patches. Performs root cause analysis
of system failures and recurring problems, software system
troubleshooting, data analysis, test scenario creation and
testing.Bachelor's degree from an accredited college or university
in computer science, computer information systems, business
administration, or equivalent field. A combination of education and
experience that is equivalent to the minimum qualifications is
acceptable. Must have at least four years of experience in related
field. PMP or equivalent degree/certification desired. Additional
licenses and certifications may be required. Must possess and
maintain a valid driver's license and city insurable driving
record. Kansas license required within six months of hire
date.Entry salary up to $64,995 with potential additional 5% at
conclusion of six month initial hire probationary period. Click
