The Prairie Band Potawatomi Nation is seeking a CFO, this is an exciting opportunity, Apply Now! SUMMARY:Directs the financial affairs of the organization and prepares financial analysis of operations, including interim and final financial statements with supporting schedules, for the guidance of the General Manager of Tribal Operations and Tribal Council as well as reporting of the Tribe's overall financial performance. The Chief Financial Officer is responsible for the nation's financial plans and policies, accounting practices and guiding principles to conduct relationship with lending institutions; the financial community; and the maintenance of fiscal records and the preparation of financial reports. The position is responsible for the supervision over general accounting, property accounting, cost accounting, construction accounting and budgetary controls. Manages and directs all aspects of the Finance Department including the staff and necessary functions of the following: accounting, payroll, per capita distributions, accounts payable, liability insurance, cash management, investment management, grant and contract financial reporting, and clerical. This position will work directly and cooperatively with the Tribal Treasurer to ensure that the Constitutional obligations and responsibilities of the Tribal Treasurer are complied with and met in full.ESSENTIAL DUTIES:-- Develops, analyzes and interprets statistical and accounting information in order to appraise operating results, performance against budget, and other matters bearing on the fiscal soundness and operating effectiveness of Tribal Government.-- Supervises and evaluates the performance of direct report personnel, including annual reviews and disciplinary actions. Recommend training requirements. Keeps staff at the highest level of skill necessary to meet the Tribe's needs and objectives.-- Ensures the maintenance of the Tribe's system of accounts and keeps books and records on all government transactions and assets.-- Works cooperatively with the General Manager of Tribal Operations to direct the preparation of the budget and financial forecasts. Institutes and maintains other planning and control procedures (including the cost accounting system) and analyzes and reports variances.-- Is responsible for tax planning and compliance with all applicable federal, state, payroll, and taxes.-- Prepares and develops all necessary internal and external reports. Revises and updates reports to be more useful and efficient. -- Ensures depreciation rates to apply to capitalized items and advises management of desirable operational adjustments due to tax revisions.-- Evaluates and recommends insurance coverage for protection against property losses and potential liabilities.-- Works with programs to ensure grant compliance requirements and reporting responsibilities are met.-- Has responsibility for providing the Tribal Government with the necessary information to make decisions affecting long-range plans.-- Responsible for directing Internal and External audits working cooperatively with the General Manager's Office to identify areas suggested for review.-- Ensures that the annual external audit reports, Management's Discussion and Analysis to the report for primary government and entity-wide government audits are completed.-- Provides general direction to the finance staff in the development and maintenance of adequate accounting and financial controls to meet prevailing Federal standards and requirements and to generally accepted accounting procedures.-- Coordinates with the General Manager of Tribal Operations and program heads to develop and monitor annual budgets for Tribal programs including grants and contracts, budget modifications and the approval of all budgets and modifications for Tribal Operations.-- Reviews, Develops and updates procedures to ensure accountability within Finance.-- Prepares and submits quarterly and annual program reports.-- Attends all weekly and monthly director / management meetings.-- Assigns and reviews work for direct reports, providing ongoing day-to-day supervision.-- Responsible for providing Instruction and training, and objectives for all direct reports.-- Establishes and maintains current work schedules -- Attends all required Director Meetings.-- Directly supervises four (4) employees, indirectly supervises fifteen (15) employees, which includes but is not limited to assigning and reviewing work, instructing, training, establishing schedule, setting objectives, recommending hiring and disciplinary action.-- Works cooperatively within the office, Prairie Band Potawatomi Nation, and other agencies; as needed.-- All other duties as assigned. Prairie Band Health Services is subject to Title 22: Employment Code of the Prairie Band Potawatomi Nation. In accordance with Title 22, this position is designated as a TIER 1 position. Preference will be given to individuals to the extent required pursuant to Section 22-2-4(B). To be considered for employment with Indian Preference, documentation is required to be provided at time of application. .

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. MINIMUM REQUIREMENTS:-- Bachelor degree from a School of Business with at least 5-8 years of management experience and 5 years of finance/accounting experience or-- Master's degree in Accounting/Finance with at least 3-5 years of management experience and 3 years of finance/accounting experience. (*PBPN reserves the right to train candidates who demonstrate the ability to learn and adapt quickly)-- Knowledge of fund accounting as it applies to tribal government.-- Knowledge of Tribal ordinances, Tribal Tax Commission, when federal and state taxes apply to Tribe as well as individuals, Government Accounting Standards Board statements, applicable financial Accounting Standards board statements, application of Government Finance Officer association's recommended practices, internal controls, Human Resource laws and management, CFR's 2 & 25, maintenance of disaster recovery systems, National Indian Gaming Act and the relationship between the federal government and the Indian Tribes. Knowledge of business law and how it applies to tribal governments.-- Ability to manage multiple projects simultaneously.-- Must possess the ability to maintain an effective working relationship with employee, vendors, Prairie Band Potawatomi Nation and other agencies.-- Must possess professional work ethics, manner, and appearance.-- Must possess ability to communicate professionally; both orally and in writing a service-orientated approach, sometimes in stressful circumstances.-- Must be reliable, punctual and dependable in order to meet the needs of the department and Prairie Band Potawatomi Nation.-- Must possess the ability to operate general office equipment, including but not limited to: 10-key calculator, telephone, computer and operating systems, computer software programs (Microsoft Office programs), fax/copier machine.-- High level of interpersonal skills to handle sensitive and confidential situation and documentation.-- Ability to maintain high level of confidentiality.-- A record of satisfactory attendance and performance in all prior and current employment. PREFERRED QUALIFICATIONS:-- Master's degree with 8 years of management experience and 5 years of finance/accounting experience with CGFO, CPA or CPFO; government experience preferred.-- Previous experience as an Investment Accountant or similar role.
