Psychiatrist needed for Irwin Army Community Hospital

**THERE IS A SIGNING BONUS OF $10,000 AFTER 1 YEAR OF EMPLOYMENT QUALIFICATIONS --- Degree/Education: Physician. Medical HCPs possessing a doctorate degree as a Medical Doctor (MD) or Doctor of Osteopathy (DO) --- Certifications: Have and maintain current Basic Life Support (BLS) certification. The American Red Cross Basic Life Support for HCPs is the only program accepted. BLS recertification shall be maintained in a current status at all times while the HCP is performing services under this contract.

  • Must have and maintain a valid Drug Enforcement Agency (DEA) certification. PERFORMANCE HOURS AND SCHEDULE Normal duty hours at Fort Riley are 0 Monday through Friday (excluding legal federal holidays). Provider may be asked to work adjusted hours instead of normal duty hours to meet patient demand and hours of the clinic supported. This includes a 60-minute lunch break, which is not paid by the Government. During the HCP's lunch break, they will be required to be on-call. (Available if needed). Work hours and days will be determined by the MTF. Schedules are subject to change due to cancellations, hospital staff changes, organization day, emergencies, exodus, training holidays and unexpected events. The Contractor shall only be paid for actual hours worked. The Contractor shall provide full coverage for the required hours of performance. Hours worked do not include travel time to reach the military treatment facility (MTF) or other place of performance. Normal duty hours for the Primary Care Clinics are 0 Monday through Friday (excluding legal federal holidays). Provider may be asked to work on call hours instead of normal duty hours to meet patient demand and hours of the clinic supported. This includes a 60-minute lunch break, which is not paid by the Government. On-Call Hours: On-call requirements for each labor category are as follows: There is no extra compensation for on-call hours (see CLINs for additional details). On-Call is defined as hours outside of the regularly scheduled eight (8) hour shift. On-Call Status. Defined as a period of time during which the provider shall remain available to receive calls from the MTF. The HCP is not required to remain at a place of residence while on call, but shall be available by Government furnished beeper, a pager, or a cell phone during on-call periods. The provider shall respond telephonically within 10 minutes of the page/call being sent/call being received and shall be prepared to provide consultation and/or assistance at the MTF within 60 minutes of the page being sent/call being received or as soon as needed. Potential on call hours are: Weekday: 4:30 p.m. until 7:30 a.m. Weekend: 4:30 pm Friday until 7:30 a.m. Saturday morning, 4:30 pm Saturday until 7:30 Sunday morning and 4:30 Sunday until 7:30 Monday morning. Holiday: 7:30 a.m. on the holiday morning until 7:30 a.m. on the following weekday or weekend morning. On-Call is rotated between available military, GS and HCWs. HCWs shall provide on call services 1 weekend every 6 - 7 weeks. Call rotation is subject to change due to mission requirements or loss of Government personnel. While in an on-call status the HCP shall bring a Government issued laptop home with VPN capabilities to be able to look at images. The HCP shall sign for the Government issued laptop via a sub-hand receipt and will ensure the laptop is secured at all times. In the event the laptop is broken or stolen the HCP could be held financially liable for the replacement of the laptop. If the VPN service goes down, the Psychiatrist shall return to the MTF within 60 mins after receipt of the page and/or call. Call-Back Hours: HCWs --- will be required to report in-VPN into the MTF computer during on-call hours if needed. The number if call-back hours and timeframe is as follows: Call back service is defined as when the HCP has to VPN into the MTF provided computer. In order to invoice for call back hours the HCP must be in an on call status and VPN into the government computer provided. Carrying a beeper and/or cell phone does not qualify as call back services. The HCP is not required to remain at a place of residence while on call, but shall be prepared to provide consultation and/or assistance within 60 minutes of the page and/or call being sent, if required. Each time the HCP is called back to the MTF and call back services are performed virtually or at the MTF, the HCP shall sign-in the time of commencement/termination of services on a log maintained in the location where services are performed. The HCP may bill a minimum of 30 minutes for each on-site emergency response. Where an emergency response requires services for periods longer than 30 minutes, the provider may round periods of 30 minutes or more to the next whole hour. Call-back hours shall be billed against the call back line item. . On-call hours are not overtime, but considered regular hours for the purpose of achieving the 1,920 minimum hour's requirement (based on the period of performance). While On-Call, the HCW must remain within a 30-mile radius of IACH in case of recall. Scheduling: The schedule or scheduling process is as follows: Contractor HCWs shall perform services on a duty schedule established by the DMS, COR or GPM. The duty schedule shall be made out in advance of performance, will annotate/identify the contract employees scheduled to work the required shift-hours established by the Government, and shall be submitted to the COR for official record. Starting and ending times, as well as specific days of the week, will vary and may include rotating shifts consisting of days, evenings, nights, weekends and holidays. The Government maintains the right to change schedules to meet operational needs. Work hours and days will be determined by the MTF. Schedules are subject to change due to cancellations, hospital staff changes, organization day, emergencies, exodus, training holidays and unexpected events. The Contractor shall only be paid for actual hours worked. The Contractor shall provide full coverage for the required hours of performance. Hours worked do not include travel time to reach the military treatment facility (MTF) or other place of performance. Place of Performance: The work to be performed under this contract will be with the Department of Behavioral Health inpatient and outpatient, Irwin Army Community Hospital. HCWs shall receive notification 48 hours prior to the reassignment to another location if at all possible but due to mission requirements notification may be made in less than 48 hours. Computer Skill Competency: Each HCW shall demonstrate competency as required in the contract and as follows: The HCW shall be able to type, and have experience in using Microsoft programs. The HCW will not be required to type a certain amount of words per minute, and the MTF will provide training for MTF-specific programs/software. The duties for the HCW are as follows: The contract psychiatrist shall provide psychiatric services including, but not limited to, the following tasks:
    • Provide comprehensive evaluations of patients according to the quality assurance guidelines of psychiatry.
    • Review patient history and social work evaluations and interview patients to obtain insight into their problems and determine the need for long-term residential treatment.
    • Perform mental status evaluations, formulations, diagnosis (es) and detailed treatment plans utilizing a bio-psychosocial paradigm. Shall make referrals for further diagnostic psychological or medical testing as needed.
    • Provide individual, group, family and pharmacologic therapeutic interventions as necessary.
    • Provide crisis intervention and referral for psychiatric hospitalization.
    • Provide psychotherapy to include group, individual, behavior modification and drug therapy.
    • Shall work as a team member with other psychiatrists, social workers, psychologists and behavior science specialists to coordinate evaluations, treatment planning and referrals. Determine the need for supplemental data such as psychosocial history, medical history, neurological or other medical procedures or tests, etc. Establish diagnosis and treatment plans for each patient.
    • Prepare inpatient workup to include history and physician treatment plan. Provide consultations on psychiatric disease to the MTF staff physicians.
    • Shall maintain documentation, records and reports in accordance with MTF rules and regulations.
    • As appropriate, shall communicate with patients, patient's families and others to obtain personal and social information pertinent to the development of adjustment difficulty and to ascertain probable impact on the individual, unit and community.
