Job Description:

The Vice President-Health Services is required to perform a wide variety of tasks related to the administration and day-to-day operations for Prairie Band Health Services. The Vice President should have a comprehensive understanding of health care settings, extensive experience managing or recruiting all levels of healthcare jobs, and the ability to identify, evaluate and implement healthcare business opportunities including medical supply distribution and other healthcare services. Cultural experience within Indian Health Services or similar healthcare administration experience is a plus.

The Vice President will be responsible for managing all aspects of government or commercial contracts and projects, from the inception of the contract/project to the final billing. The Vice President should be knowledgeable in all aspects of contract employee recruiting and hiring processes within Indian Health Services (IHS), Department of Defense (DoD), and the Veterans Administration (VA). This position requires frequent interaction with customers or may require visits to jobsite or project locations.
A strong government contracting background is preferred in a healthcare related setting.

Major Duties:

Responsible for administrative management and oversight of all contracted staff, including Medical Support Personnel/Assistants, in both a prime and sub-contracting environment.
Develop and manage budgets and financial information to support organizational growth
Responsible for the oversight of Revenues and Expenses (Profit and Loss) within the organization
Develop and administer the Strategic Planning, Leadership and Employee Development processes
Regularly evaluate and assess organizational strengths, weaknesses, opportunities and threats (SWOT)
Analyze, evaluate, and develop strategies to overcome those identified SWOT issues and related risks, producing program reports for leadership
Evaluates potential business development opportunities.
Direct the preparation and the response/proposals for contract solicitations
Coordinates all predevelopment work associated with contracts or projects.
Market the organization's products and services.
Meet with customers and stakeholders to present program status and goals
Makes initial contact with customers to determine needs and solutions.
Prepares budget estimates based on labor and material costs as directed.
Administers all aspects of each Contract or Project
Develops project schedules, goals, and timelines that will lead to successfully administering the project.
Assesses the status of each contract or project against their plan and schedule
Identifies actual or potential problems and facilitates and guides solutions to ensure that the projects are completed as planned.
Schedules internal and external meetings as appropriate to managing staff to ensure contracts requirements or project goals and timelines are met.
Performs other duties as assigned.
Master's Degree in Healthcare or Business Administration preferred with at least seven (7) years of relevant experience; or Bachelor's degree, preferably in a related field of Business Management or Healthcare, with at least ten (10) years of relevant experience.

Relevant experience to include:

Managing government contracts for staffing, preferably within the healthcare arena with IHS, DoD or VA healthcare experience is preferred
Federal Government contracting experience is a requirement, commercial experience is a plus
Program management experience performing tasks such as staffing, recruiting, budgeting, scheduling, supervising contract staff, and client interaction
Experience supervising staff of 20 or more employees and contract administration.
Exceptional leadership, time management and organizational skills, with the ability to coordinate multiple projects.
Experience responding to contract solicitations and proposal writing
Excellent communication (written and oral) and interpersonal skills and ability to translate complex concepts into relatable concepts for a broad audience.
Excellent analytical and strategic skills with ability to plan, manage, and implement multiple complex projects.

Management and Leadership ability to:

Establish and maintain effective working relationships across all levels of the organization and deliver excellent customer service.
Work effectively in a high pressure, fast-paced environment and be held accountable for results. Appropriately responds to delays or unexpected events.
Act calmly under stress and strain, and of not being hasty or impetuous. Learn and use a wide variety of computer software related to project management, including word processing, database programs, spreadsheet, and project management packages.
Strong attention to detail.
Project Management Professional, Society for Human Resource Management or American College of Healthcare Executives certification preferred.

Physical Demands:
Physically mobile with reasonable accommodations.
Ability to sit for extended periods of time.
Ability to read computer screens, email and talk on the phone.
Ability to bend, reach, kneel, twist and grip items while working at assigned desk area.
Ability to lift up to twenty-five (25) pounds.
