Responsibilities
- Provides management oversight and leadership for all daily
operations of the ACU Police Department, including police officers,
support staff, patrol operations, criminal investigations,
telecommunications, and parking management.
- Leads the compliance aspects of the Clery Act and other federal
laws related to compiling and maintaining appropriate databases of
campus crime statistics, campus crime policies, and oversees the
annual reporting process for all Clery and other compliance
issues.
- Serves as Incident Commander of all emergency incidents on or
affecting the ACU campus/community.
- Serves as the primary official liaison with the City of Abilene
Police Department in matters related to jurisdiction, extended area
Adjunct Agreement jurisdiction, investigation of on-campus and
off-campus crimes and investigation of crimes committed by ACU
students in Abilene and surrounding areas.
- Serves as the official liaison with the Abilene 911 system, the
Abilene Fire Department and all ambulance services in matters
related to on-campus emergency response.
- Serves on a campus-wide safety, security, environmental health
and emergency preparedness committee led by ACU's Director of Risk
Management.
- Oversees the development and implementation of safety and crime
prevention education modules to be presented to students, staff and
faculty.
- Provides leadership and subject matter expertise for assisting
in the development, implementation, training and assessment of
ACU's comprehensive emergency response plan in full partnership
with ACU Risk Management.-- I. Provides leadership as a member of
the Senior VP for Operations Directors Group.
- Provides management oversight and leadership for all daily
operations of the ACU Police Department, including police officers,
support staff, patrol operations, criminal investigations and
parking management.
- Recruits and oversees the training of professionally certified
peace officers, police supervisors and other support staff working
in building security and parking management.
- Oversees the development and maintenance of work schedules to
ensure maximum 24-hour patrol coverage of the campus, other ACU
properties, and the extended patrol are incorporated in the Adjunct
Peace Officers Agreement between ACUPD and Abilene PD.
- Oversees the development and maintenance of appropriate records
management systems and documents to provide necessary information
related to accidents, thefts, assaults and all other campus-related
crimes.
- Provides oversight for the coordination of all requests for
additional police and support personnel needed for event security,
traffic control and parking management at all events occurring on
the ACU campus or properties.
- Oversees the purchase and maintenance of all equipment,
including vehicles, computer software, radios, dispatch equipment,
uniforms, weapons, ammunition, and breathalyzer/intoxylizer
equipment.
- Serves as the final appeal of all university related traffic
and parking fines.
- Develops and maintains five-year budgets and strategic plans
for the ACU Police Department.
- Ensures that supervisory staff conduct annual reviews of all
peace officers and support staff.
- Conducts annual outcomes assessments reporting for the police
department.
- Leads the compliance aspects of the Clery Act and other federal
laws, maintaining appropriate databases of campus crime statistics,
campus crime policies, and leads the annual reporting process for
all Clery and other compliance issues
- As required by the United States Department of Education,
provides annual reports of campus crime statistics, policies, and
other federal compliance items.
- Provides reports as requested to the Vice President for
Operations of all crimes reported to the ACU Police
Department.
- Serves as Incident Commander of all emergency incidents on or
affecting the ACU campus/community.
- Responds to any significant emergencies on/near campus,
assesses whether the incident requires activation of the ACU
Emergency Response Team (ERT) and activates a call-out of the ACU
ERT if needed.
- Oversees all aspects of the ERT response, leads the
coordination of all emergency responses to the incident by ACUPD
and other outside agencies as needed.
- Serves as the ACUPD representative to any multi-agency or
mutual command response to the emergency incident, and represents
ACU in any multi-agency Incident Command Post set up to respond to
the incident.
- Serves as the primary official liaison with the Abilene Police
Department in matters related to jurisdiction, extended area
Adjunct Agreement jurisdiction, investigation of campus crimes and
investigation of off-campus crimes committed by ACU students in the
Abilene and surrounding areas.
- Maintains an ongoing relationship with the Abilene Police
Department (APD) through regularly scheduled meetings with APD
Chief of Police, Assistant Chiefs, Command Staff and other APD
personnel as needed.
- Coordinates inter-agency joint investigations involving APD and
ACUPD.
- Maintains collaborative relationships and joint professional
development/training.
- Coordinates with APD Chief of Police on the regular evaluation
of Adjunct Agreement boundaries, agreement, and statistics.
- Serves as the official liaison with the Abilene 911 system, the
Abilene Fire Department and all ambulance services in matters
related to on-campus emergency response.
- Maintains on-going relationship with the Abilene Fire
Department, the Abilene 911 system and all ambulance services
through regularly scheduled meetings with appropriate personnel
from each department and any other related opportunities for
professional development and training.
- Monitors and coordinates appropriate ACUPD response to all
on-campus emergencies, including those reported through the Abilene
911 system and Abilene Fire Department.
- Provides timely and accurate reports of all campus emergencies
to the appropriate ACU senior administrators.
- When appropriate, activates the ACU Emergency Response Team and
act as Incident Commander for the ERT during the emergency.
- Serves as the official public safety liaison on a campus-wide
safety, security, environmental health and emergency preparedness
committee.
- Meets regularly with the committee to provide a cohesive and
consistent voice for overall campus safety and security.
- Helps to connect emergency response protocols with the
university's comprehensive emergency preparedness plan.
- Oversees the development and implementation of safety and crime
prevention education modules to be presented to students, faculty
and staff.
- Works with the Vice President for Student Life to provide
safety and crime prevention educational modules to be delivered in
all residence halls and facilities.
- Works with the Director of Student Organizations to provide
safety and crime prevention educational modules to be presented to
students involved in student organizations.
- Works with the Chief Human Resources Officer to provide safety
and crime prevention educational modules to be delivered through
professional development seminars to all staff and all new employee
orientations.
- Works with the Director of Instructional Development of the
Adams Center for Teaching Excellence to provide safety and crime
prevention educational modules to be presented to faculty.
- Coordinates evaluations and outcomes assessments of all safety
and crime prevention educational modules.
- Provides leadership for assisting in the development,
implementation, training and assessment of ACU's comprehensive
emergency response plan.
- --Utilizing existing emergency response plans serves on a team
to further develop and implement a comprehensive emergency response
plan.
- Works in partnership with other campus offices to select and
train members of the emergency response team, conducting training
drills, as needed to provide maximum response times and
efficiency.
- Provides leadership as a member of the Senior VP for Operations
Directors Group.
- Meets as needed or requested with the Senior VP for Operations
Directors group. 2.Works collaboratively with all other Operations
departments to ensure effective communication and efficient use of
all allocated resources. Professional Development Requirements

Peace Officer by the Texas Commission on Law Enforcement (TCOLE)2.

Qualifications A. Professional:1. A bachelor's degree is
preferable, but not required, to fulfill the qualifications as
Chief of Police.2. A minimum of 15 years of experience in law
enforcement as a certified peace--officer with at least 5 years in
supervision or management level position and a minimum of 5 years
in a command-level position. 3. Master Peace Officer certification
by the Texas Commission on Law Enforcement or equivalent commission
licensing level if licensed out of state.4. Ability to organize
strategic planning and budgeting processes.5. A desire to work
