  • Veterans' Preference Eligible: YesCompensation: Annual Salary Range: $62,000 -$67,000* Salary can vary depending upon education, experience, or qualifications.Position Summary & Responsibilities: The position (K0237265) Manage section operations and supervise subordinate staff: Provide direct and indirect supervision to staff with responsibility for state-level maternal and child health, home visiting, early childhood, early intervention, and other affiliated family health programming, collaboration, cross-sector initiative development, program assessment and evaluation, data analysis, and epidemiology. Oversee administration of federal grants and related state and local programming/services/initiatives to ensure compliance with implementation, reporting, and spending in accordance with approved work plan(s) and budget(s). Provide leadership to staff working with contractors, external partners, and state and/or local coalitions and committees established to advise on Bureau projects, services, and approaches or models. Initiate recruitment, hiring, orientation, and training (initial and ongoing) to support a competent workforce and multi-disciplinary team. Promote and support a positive work environment, culture, and workforce development. Establish performance objectives, provide ongoing coaching/feedback, and complete mid-year and annual performance reviews.Job Responsibilities may include but are not limited to the following: Coordinate, oversee, and maintain major operations, programs, and other aspects of the Title V Maternal & Child Health (MCH) Services Block Grant, including family engagement, under the direction of the State Title V Director using management systems and tools to determine, assign and oversee the quality of work and activities at the state and local levels. Manage the resources and budget(s) necessary for operations through contractors, vendors, and partners. Develop, execute, and monitor contracts and agreements as necessary related to initiatives that advance the state MCH action plan priorities and Block Grant mandated work. Participate in the required comprehensive statewide needs assessment process every five years using a mixed methods approach in order to identify needs based on qualitative and quantitative data including input related to target populations: women, infants, children, adolescents, and individuals with special health care needs ranging from birth to 44 years of age. Guide development of the five-year MCH state action plan based on the results of the needs assessment. Participate in the annual application and annual report process, development, compilation, and submission in partnership with other staff and the Title V Director.           Minimum Qualifications:
          • Two years of experience in planning, organizing and directing the work of a department, program or agency. Education may be substituted for experience as determined relevant by the agency.
            Preferred Qualifications:
            • Bachelor's Degree in Family Studies, Education, Social Work, Early Childhood, Nursing or related field
            • Master's Degree in Public Health, Public Administration, Education, Early Childhood, Nursing, Social Work or related field
            • Word, Excel, PowerPoint, Access
            • Proofreading, editing, attention to detail
            • Ability to establish and maintain effective relationships
            • Ability to plan, organize and perform a variety of functions
            • Ability to communicate effectively, orally and in writing
            • Experience with gathering, reviewing and tracking contracts and fiscal information
            • Experience with maternal child health programs and services
            • Experience developing and delivering training and facilitating meetings and collaboratives
            • Experience applying collective impact and quality improvement frameworks
            • Field experience in prenatal, postnatal, or obstetrical nursing or birthing center experience
            • Knowledge of women, maternal, infant, child, and adolescent preventive health care practices
            • Direct work experience in public health and/or health care delivery
            • Experience working with diverse populations and organizations at the local and state level
            • Experience with administering and monitoring federal grants, contracts, and agreements
